The lack of longitudinal data necessitated construction and calculation of approximate patterns of workforce transitions (time of entry and exits from practice nursing) and movements (eg rural to urban areas and vice versa). Without an adequate supply, the ability of the health sector to implement new models of care aimed at improving care for patients with chronic disease will be severely hampered. However, the scenario analysis also indicates that while these shortages are persistent, they could be reduced through recruitment and retention strategies.
